Subject: [PATCH] Give SessionEnd hook more time

* Stopping devenv services can take longer than the default hook budget when a session ends. A short per-hook timeout gives the cleanup command room to finish instead of being killed early.\n\n* The timeout is scoped to the SessionEnd cleanup hook, so faster hooks keep their existing budget.
