stats-backfill: full-network measurement #

collect some information about the whole network, by one-shot backfilling it.

heads up: THIS WILL BACKFILL THE WHOLE NETWORK. repos are measured and then discarded; only key statistics are saved. it's not meant for running more than once, which would be wasteful for both you and the network.
