rework caching mechanism\n\ninstead of loading all templates at once and storing into a map, we now\nmemoize the results of `parse`. the first call to `parse` will require\ncalculation but subsequent calls will be cached.\n\nthis is simpler to reason about because the new execution model requires\nus to parse differently for each \"base\" template that is being used:\n\n- for timeline, it is necessary to parse with layouts/base\n- for repo-index, it is necessary to parse with layouts/base and\n layouts/repobase in that order\n\nthe previous approach to loading also had a latent bug: all layouts were\nloaded atop each other in alphabetical order (order of iteration over\nthe filesystem), and therefore it was not possible to selectively parse\nand execute templates on a subset of layouts.\n\nSigned-off-by: oppiliappan
