That is worth# paying once per push, but not once per commit — and especially not once per# `git commit --amend`.## What it buys: the 737 `#[cfg(test)]` unit tests inside src/ and the tests/# binaries are type-checked and linted. Without it, "the tests no longer# compile" is not discoverable until CI.## CI runs this same command (.github/workflows/ci.yml), so this hook is about# finding out before the push round-trip, not about protecting the branch.## CARGO_TARGET_DIR keeps clippy out of the directory `cargo test` and `cargo# build` use. Clippy runs a different rustc wrapper, so sharing a target dir# makes the two invalidate each other's cache and rebuild the world on every# alternation.
