Phase 16 standardizes how inventory, equipment, spells, slots, features, proficiencies, and conditions live in the entry, split between frontmatter and headed body sections, and grows the sheet tool and the injected stat block to match. The shape should come from what real play breaks first. The earn-their-way list moves to phase 17.
