Copilot now receives explicit instructions to use the PR template when
creating pull requests.

## Changes

- Added "Pull Request Template" section to
`.github/copilot-instructions.md`
- Specifies template location at `.github/PULL_REQUEST_TEMPLATE.md`
- Lists required sections: Description, Checklist (gitmoji compliance,
issue references, bump details, tests), and Advanced (Category, Impacts)

+When creating pull requests, always use the PR template located at `.github/PULL_REQUEST_TEMPLATE.md`. The template includes:
