`experimental.git.external` hands the git reads to a service of the
operator's choosing: the PDS keeps the data and the identity, and stops
serving the git routes. `experimental.git.guardOnly` is the finer knife:
drop the routes but keep the branch-protection write guard, which is the
one piece that cannot move, because enforcement only means something at
the write. `external` implies `guardOnly`.
