Question: should Dana's MovePackage emit Paper(3), or drop the designed claim? #3mrghqpblua2h

Question #

When Dana runs MovePackage, should the runtime:

  1. Keep today's shared silence — arm package_cover only (no Paper signature), and retire the Dana-shaped Paper(3) claim from her character table.
  2. Add a role-split emit — NetworkAdministrator MovePackage authors Paper(3) (manifest reroute) in addition to / instead of the shared cover flag.
  3. Something else (say what).

Why this is open #

wiki/world/characters/dana.md still lists MovePackage → Paper(3) as designed. Runtime AssetTask::MovePackage only sets package_cover for every role (sim/social_plot.rs). Marcus/FakePO already use that cover for off-books delivery. The character page overclaims a role emit that does not exist and is not on a work order — need a call before inventing Paper trail or scrubbing the row.

Options #

# Choice Trade-off
1 Retire Paper claim; shared cover is the whole effect Honest B1 surface; loses Dana-as-procurement-noise beat
2 Role-split Paper(3) for Dana Richer access-vs-signature triangle; more detection surface to tune
3 Other —

Recommendation #

1 — retire the Paper claim. Shared package_cover already plays the delivery beat; inventing a Dana-only Paper emit without a work order repeats the BadgeDoor ghost pattern.

What your answer unlocks #

Amend dana.md (and Marcus/Ray MovePackage rows if needed), close this issue, and either drop the designed Paper line or open a sim work order for the role-split emit.
