Marks it done, names the playtest owed on concealment pacing, and repoints the dispatch line at the next stage (player-built wire routes per building.md's decided auto-routed candidates). Defense: ROADMAP.md is Type: knowledge and carries no acceptance criteria; binding status lives in machine-work.md and reach.md, which this now agrees with.
