Subject: [PATCH] refactor: Remove comms from X handler, write drafts directly

Same pattern as Bluesky handler refactor. X handler now writes
draft stubs directly instead of spawning comms subagent.

Removed createSession and COMMS_AGENT_ID dependencies.
