Decisions are split into append-only daily volumes. They explain what was adopted, rejected, reopened, or proposed; current Type: law and Type: spec pages define the game now.

Append new decisions to the current date’s volume. Never rewrite an older volume; supersede it in current law/spec and record the newer decision.
