On WSL xdg-open under the hood calls explorer.exe <url> which has a limit of ~2080 characters. Our OAuth url is ~2140. So instead of doing its job, it is silently swallowing the error and falling back to a blank explorer.exe window.

I propose a very simple workaround, if we're running in wsl, just call powershell.exe instead which is more reliable and doesn't have this silly link length limit.
